The issue is that my Spectrum speeds are fine connecting to everything else. Just connecting to my home in LA is slow. Using iperf from AWS or elsewhere, I get acceptable speed. So, its clearly an issue with Spectrum.
@nolanl Even routing over Tailscale (Wireguard essentially) is slow. I’ve tried bouncing through exit nodes to no avail.

@nolanl That’s 100% my theory. They’re throttling traffic to and from Frontier. I am going to try and set up a tunnel to work around it.
